Report of the Affairs of Kariega Heights Home Owners Association 

Year ending 30th September 2020

Welcome to the Annual General Meeting of the Kariega Heights Home Owners Association. On behalf of the Executive Committee, I will report briefly on the affairs of the Home Owners Association:-

1. Excom members:
Thanks go to all the members of the Committee for their assistance during the year. Sadly no one stepped up to take over from myself so I carried on and tried to help where possible despite living at Two Rivers Place since June. The Nisbets have now moved here permanently and Vaughan has offered to take over from me. He is perfect for the position and we are very fortunate to have him come on board.

2. Building Plans and New Owners
We welcome one new owner Mrs P Byron who has bought Erf 3105 in Hillside. Mr & Mrs Nisbet (15 Gorah Place) had plans passed to renovate their home and this is currently taking place. In Bellevue Mr M Crandon’s home (Erf 3079) has been built. Mr Crandon has purchased Erf 3078

3. Finances
Our General and Reserve funds are currently standing at R215038. We have spent funds on raising the Fire Hydrants above the ground (R21059) and repaired the second section of the road in Hillside (R51546) during the year under review.
Although we changed our financial year to end September this was overlooked by our Agents hence the delay in our Annual General Meeting.

4. Design Manual/House Rules/Architectural
Things are going well with our new Architects and Guillym Theron has been very helpful. Inspections of building work are being undertaken and documented.
Members are reminded to contact the Committee when erecting fences/carports etc.to ensure they conform to the Guidelines.

5. Staff
Phillip Dili who had been with us since the inception of the Estate resigned at the end of May as he wished to retire. We gave him a gratuity of R12000 for his efforts over the twelve or so years he had worked for us. The replacement gardener is Tyler (not sure of spelling), a very strong young man, who used to work with the ladies who do the gardening in the village. He is very energetic and doing excellent work.

6. Fire
We experienced a devastating fire in July caused by faulty Eskom wiring on the R72 throwing sparks into Ilanga. A strong northerly wind soon fanned the flames and the bush in Gorah Place caught alight threatening the homes. With help of “friends” who brought their fire fighting equipment the fire was eventually extinguished. We are most grateful to those who came and helped.

7. Conduct Rules
To keep the Estate tidy the Rules state that no one may place garden refuse or building material on the pavement under any circumstances.
This Rule is often overlooked particularly where premises are rented out and left behind garbage and garden refuse is left rotting on the pavement for days. Kindly ensure that your agents adhere to the Rules.

8. Security
Although we had several meetings with Hi Tec not much improvement in service was evident. They did however institute a clocking in system for patrols which was on trial. We did not proceed with it as the cost outweighed the benefit. Since the fire the Committee decided that it was important to build a wall between Ilanga and Gorah Place to act as a fire break. To fund the wall we decided to dispense with the guards. The gardener’s duty on Wednesdays is to ensure access is to Gorah Place is available for the dustbin collection.

9. General Maintenance
Although we were in constant contact with our electrician, he left attending to the streetlight right up until December. At this stage he was unable to source the globes required and in fact they were no longer being manufactured. It was then decided to convert the fittings to normal globes which he was only able to accomplish in January 2021. We regret the inconvenience caused to residents by this.
